Le champ "mdt_agencedelegatrice" n'est pas mis à jour en cas de suppression/fusion du confrère

Quelques 14 mandats sont concernés

order by mdt_id desc;

A faire:
- mise à jour de la procédure stockés (sp) [FusionConfrere]
- correction des données - mettre le champ à NULL (l'information est déjà perdue)
- ajouter une clé étrangère (FK) à ce champ pointant vers negociateurs.nego_id
